St Lucia Hotel

BACKGROUND

St Lucia is located within uMkhanyakude District Municipality within Mtubatuba Local Municipality, KwaZulu-Natal. Ntombela and Mkhize (Pty) Ltd prepared a business plan in 2009 for the development of a proposed hotel in St Lucia.

At the time, the proposed location for the hotel was at Lot 322, Mackenzie Street in St Lucia. Since the preparation of the business plan in 2009, it was identified that the proposed site was subject to significant environmental challenges and an alternative site was therefore identified.

The site was previously partly used as an illegal dumping site and it is owned by the Mtubatuba Local Municipality and is approximately 45.9 ha in extent. Approximately 1 ha of the property is earmarked for the development of the hotel.

It is understood from engagement with the iSimangaliso Wetland Park Authority that the Authority is responsible for issuing the development rights to the site and that a Public-Private Partnership (PPP) process would be required.

SERVICES RENDERED

Tourism KwaZulu-Natal requested assistance in conducting a Feasibility Study and Business Plan for a proposed hotel in St Lucia in northern KwaZulu-Natal.

The main objective of this project was to conduct a feasibility study and develop a business plan for the St Lucia Hotel development project.

The study needed to consider and identify:

  • the development and environmental approvals that will be necessary for the project
  • the operational and management requirements and guidelines for the project
  • the upstream and downstream Broad-Based Black Economic Empowerment.

Assessments of the following were also provided:

  • access to and capacity of bulk infrastructure
  • capacity requirements of new development proposals for services and the services gaps
  • environmental screening
  • spatial requirements (zoning, title deed evaluation, land description, etc.)
  • implications for the proposed hotel.

The project was completed in April 2017.
